What it is
Governance systems can use token voting, delegated voting, councils, multisigs, foundations or combinations of them. Formal voting rights do not always reveal practical control because turnout and delegation can concentrate decision power.
Governance can set collateral factors, interest-rate models, fees, incentive budgets, oracle sources, upgrade implementations and treasury strategy. These changes can alter a user’s economics without any change in the underlying market.
How it works
Low turnout can make governance cheap to capture even when total token supply is widely distributed. An attacker may need control of only the voting power that actually participates.
Timelocks reduce surprise by creating an observation window, but long delays can slow emergency fixes. Short or absent timelocks improve response speed while increasing the risk of sudden harmful execution.
Delegation can professionalise governance but also concentrates expertise and influence. Analysts should examine the distribution of active voting power rather than counting wallet addresses.
Emergency powers are a trade-off. A security council can stop an exploit quickly, but compromised signers or overly broad authority can bypass the slower public-governance process.
How to analyse it
Review governance as part of protocol custody and risk management. If governance can upgrade contracts or seize parameters, users are relying on that governance process.

Monitor proposals affecting assets you use. A collateral-factor reduction or oracle change can create immediate liquidation or pricing consequences.
Governance risk also includes apathy: failure to pass a necessary upgrade or risk reduction can be harmful even without malicious actors.
Worked example and thought exercise
A protocol has 1bn governance tokens, but only 100m usually vote. One delegate controls 35m active votes. That delegate does not own 35% of supply, but it can represent 35% of typical voting participation.
If a proposal reducing a collateral threshold passes with a 24-hour timelock, borrowers may need to deleverage before execution even though token prices are unchanged.
Thought exercise: is an emergency multisig with 4-of-7 signers more decentralised than token voting with one delegate controlling 45% of active votes? The answer requires analysing powers, not labels.
